Handle compatibility issue for release 1.10.0 file space handling 1) Deprecate H5Pset/get_file_space() public routines in release 1.10.0. 2) Map H5Pset/get_file_space() to H5Pset/get_file_space_strategy(). 3) Map version 0 (release 1.10.0) File Space Info message to version 1 File Space Info message. 4) Regenerate test files with version 1 File Space Info message. 4) Add test files from release 1.10.0 for testing. Tested on emu, moohan, osx1010test, platypus, ostrich, mayll, kituo, quail, kite.
