[svn-r29670] Tidying of test/atomic_reader/writer
Changed Windows/MinGW to return EXIT_FAILURE since
the code is POSIX only.
Tested on: 64-bit Ubuntu 15.10 w/ gcc 5.2.1
hand built and ran (does not use HDF5)
