[svn-r27867] The testpar/t_cache test now just prints a "skipped" message. It will be a little while before the cache issue is fixed and the test prevents other parallel tests from continuing. Tested on: Ubuntu 15.04 VM w/ gcc 4.9.3 and MPI 3.1.4
