Description:
Add greater emphasis to notes that this function is used only for specific
datatype classes (H5T_COMPOUND, H5T_OPAQUE, H5T_ENUM, and H5T_STRING).
Move statement regarding creation of other datatypes to more prominent
location; make statement more explicit.
Add list of valid values to 'class' parameter description.
Fixes JIRA ticket HDFFV-1191.
