Merging in latest from upstream (HDFFV/hdf5:refs/heads/develop)

  Only 2 versions of H5O_info_t and H5O_iterate_t.
  PATH_MAX fix in efc test for Windows.
  H5vers.txt has versions v10 that should be v110 and some missing v110 entries.
